Housing Rehabilitation and Improvement Program

This program provides up to $24,999 to cover code-related repairs for qualified single family home owners who live within the East Lansing corporate limits. Income limits apply and are updated annually by HUD*.  

The first step is to apply for the program and establish eligibility. Applications are taken on a first-come first-serve basis. A Rehabilitation Specialist inspects the home and develops a list of need repairs. Examples include roof repairs, plumbing, electrical and replacement windows. Bids are obtained and a contract is prepared for the work. The City's Rehab specialist manages and oversees the rehabilitation process.

The total amount of rehabilitation costs becomes a zero-interest deferred loan from the City, up to $24,999. No payments are made on the loan, but it is due upon transfer of ownership.

If you do not qualify for the Rehabilitation Program, but are interested in other options for financing your repairs, staff can provide information on other resources that may help.

*These figures represent 80% of the median family income for the Lansing-East Lansing MSA ($65,900), adjusted for family size. Eighty percent of median income is defined as "low-income" by HUD.
